OTC (over the counter) crypto means buying or selling directly through a dedicated desk rather than an exchange order book. Local OTC desks in Indonesia start at roughly Rp50 million at Reku, Rp100 million at Ajaib, Rp150 million at Bittime, Rp500 million to Rp1 billion at Indodax and about Rp1.5 billion at Pintu, while Mobee and Tokocrypto use a US$10,000 yardstick. All of them require KYC. So OTC is not a shortcut for someone who just wants to swap Rp5 million of banknotes. For smaller amounts, how to buy crypto in Indonesia through a licensed app is almost always cheaper and simpler. This page is for people moving tens to hundreds of millions of rupiah in one go who want to know who serves them, how a trade works and where the traps are.
{{callout type="verify" title="Checked against sources"}} The minimums come from a Blockchain Media report dated 21 September 2025, except Tokocrypto (launched 6 November 2025, per Investortrust) and Pintu (search summary). Indodax's official OTC page and several other sites blocked our automated access, so minimums and fees may already have changed. Ask the desk for current numbers. {{/callout}}
When does OTC make sense, and when not?
On a normal exchange, a large order eats through several price levels of the order book. A simple illustration: you want to buy Rp300 million of USDT in a thin market at a quiet hour. Your order can sweep several ask prices, and your average fill drifts upward. That is slippage. At an OTC desk, the team quotes one price for the entire amount and you accept or decline. Tokocrypto frames it as execution outside the order book with deep liquidity access, no market impact and confidentiality (Investortrust, 6 November 2025).
OTC makes sense when your size is large enough that slippage or an app's daily limits become a problem: selling Bitcoin held for years, moving company funds into USDT, or buying in a single ticket. It does not make sense for small amounts, because the desk minimum already exceeds your need, and for mid-sized trades the instant-buy feature of a licensed app is usually enough. For the selling and rupiah-withdrawal side, see the guide to selling crypto for rupiah.
Local OTC desks and their minimums
This table sums up what we found. The main source is one third-party report from September 2025, so treat the numbers as a starting point, not a promise from the desks.
| Desk | Minimum | Assets | Notes |
|---|---|---|---|
| Reku | Rp50 million | Various | Settlement "varies" |
| Ajaib | Rp100 million | USDT, USDC, BTC, ETH | 15 to 60 minutes, handled on WhatsApp |
| Bittime | Rp150 million | USDT focus | Within 24 hours |
| Indodax | Rp500 million (another source: Rp1 billion) | BTC, ETH, BNB, XRP, USDT, USDC | Claims over 96% settled within 15 minutes |
| Pintu | about Rp1.5 billion | Not detailed | 1-on-1 consultation |
| Mobee | US$10,000 | Several assets | 2% management fee |
| Tokocrypto | about US$10,000 equivalent | USDT against rupiah (more planned) | Launched 6 November 2025 |
A few notes so the table does not mislead. Indodax: Blockchain Media writes Rp500 million, while a search summary of Indodax's own page said Rp1 billion when we checked, with a ceiling of up to Rp10 trillion. The "96% within 15 minutes" figure is Indodax's own and we did not test it. Pintu: the Rp1.5 billion per transaction figure comes from a search summary and third-party reports; Pintu's OTC blog post says only that the service is for large values with one-on-one consultation and states no minimum. Tokocrypto: an older source of ours listed "Rp100 million, coming soon" (September 2025). That is out of date; the service launched in November 2025 with a US$10,000 yardstick and a USDT/rupiah pair, and on 18 September 2026 the company reported OTC volume up 64 times against the second half of 2025 (Warta Ekonomi). Nanovest is said to have OTC with no stated minimum. For Triv and Bitocto we found no OTC terms; Triv is on OJK's list, while Bitocto does not appear on the 19 December 2025 OJK whitelist we read. The desks above, unless stated otherwise, belong to platforms on the OJK list of licensed traders. For a feature comparison of the platforms themselves, read the best crypto exchanges in Indonesia or the reviews of Indodax, Pintu and Reku.
How does an OTC trade work?
The pattern is similar at every local desk we read, even if details differ.
- Verify your account in the platform's app (e-KTP and selfie). Without a verified account, the desk will not serve you.
- Contact the OTC team: Pintu says you talk to the team or book a slot, Ajaib handles requests on WhatsApp, Indodax uses its OTC site.
- State the direction (buy or sell), the asset and the amount. The team sends a quote for that whole amount.
- If you agree, you transfer rupiah to the account the desk specifies (for a purchase) or send the asset to the address provided (for a sale). Indodax describes the buy pattern as: price quoted, funds sent to an Indodax account, coins sent afterwards.
- Settlement. Reported ranges: 15 to 60 minutes (Ajaib), up to 24 hours (Bittime), a claimed 96% within 15 minutes (Indodax). {{/steps}}
Two practical points. First, rupiah transfers worth hundreds of millions are not always as quick as small ones: on Indodax's withdrawal page, for example, withdrawals above Rp250 million to certain banks go through SKN or RTGS during bank business hours. For large tickets, plan the trade for a weekday morning. Second, send and receive only from accounts in your own name. Pintu states that deposits must come from an account in your own name, and that is a sensible rule for every desk.

KYC, source of funds and tax
All local desks require KYC. Tokocrypto says its service applies full AML, CFT and KYC compliance. We found no definitive official threshold for OTC trades, and the travel-rule threshold figures that circulated come from the Bappebti era, so we do not use them. Our practical advice: prepare proof of where the money came from (payslips, proceeds of an asset sale, bank statements) before you contact a desk. PPATK, the financial intelligence unit, has said publicly that proceeds of crimes such as online gambling are laundered through crypto, so source-of-funds questions on large amounts are routine, not an accusation.
On tax: for sales through a domestic trader, final income tax (PPh Article 22) is 0.21 percent of the transaction value, withheld by the trader, and there is no VAT on the crypto trade itself since 1 August 2025 (PMK 50/2025; see pajak.go.id). We found no separate tax rule specific to OTC, and no source explaining how withholding works at a particular OTC desk. Ask the desk directly whether 0.21 percent is withheld and what proof you receive, and see worked numbers in our crypto tax guide. Foreign platforms designated by the tax office withhold 1 percent; if not designated, the seller reports it personally.
Spreads and fees: what do you actually pay?
This is the hardest part to check. We found no local desk that publishes its spread or OTC fee, except Mobee with a "2 percent management fee" according to Blockchain Media. The cost is almost always hidden inside the price quote.
The way to check is simple. Open the market price of USDT or Bitcoin in a licensed app at the same minute, ask for the quote in writing (WhatsApp or email is fine), and work out the difference in rupiah. An illustration: Mobee's US$10,000 minimum is roughly Rp178 million at the Binance P2P rate of about Rp17,842 per USDT seen (an example figure only). A 2 percent fee means about Rp3.6 million. On a Rp500 million trade, a 0.3 percent spread is Rp1.5 million, while 1 percent is Rp5 million. Compare that with bank withdrawal fees of Rp4,500 at Pintu or Rp10,000 at Indodax: at large sizes the spread matters far more than fixed fees.
What about international OTC desks?
We cannot confirm that any of them serves Indonesian residents. Kraken OTC says spot and derivatives start from about US$50,000, with settlement within 24 hours, "Pro" verification, and availability that "may depend on jurisdiction", without mentioning Indonesia (a third-party summary says US$100,000 and fees of 0.05 to 0.2 percent, which conflicts). Coinbase Prime is reported by third parties to have a minimum around US$500,000, and Coinbase is among the foreign platforms named in press reports on OJK and Satgas PASTI enforcement as of May 2026. Bitget OTC is reported at a US$100,000 minimum, while Bitget Indonesia's Instagram accounts were blocked in July 2024. For Cumberland, Hidden Road, Binance OTC and CEX.IO OTC we found no Indonesia-specific information. Platforms without an OJK licence offer no OJK consumer protection, and sales through foreign platforms bear 1 percent final income tax. For an individual, licensed local desks are the realistic option. The status of foreign platforms is summarised in the Binance review.
Risks people overlook
{{callout type="warn" title="Fake OTC desks and unregistered brokers"}} Searching "jasa convert" or "OTC crypto" shows many small brokers on websites, Telegram and WhatsApp. Examples include a service paying out to banks or e-wallets with a minimum of 2 USDT, and a service claiming cash-to-cash in Jakarta (which we could not open and did not verify). We do not rate them, but the pattern is the same: not a licensed platform, no OJK complaint channel, and you send money first. Match the company name and exact website against the OJK whitelist, and read our guide to crypto scams. {{/callout}}
Other real risks: transfers to a third-party account (a name that differs from the promised recipient), time pressure ("this price is valid for 5 minutes, send now") and in-person cash handovers for USDT in private places. In Bali we documented an attempted robbery of a courier delivering rupiah for a USDT exchange in Kuta on 27 July 2025 and the abduction of crypto account holders; details and sources are in the Bali guide and the guide to buying crypto with cash. And remember the cash-to-Bitcoin route does not run through local OTC desks either: see Bitcoin ATM in Indonesia.
Is OTC legal? What we know
We found no rule that specifically governs crypto OTC in Indonesia. OJK's roadmap for digital financial assets 2026 to 2031, presented on 2 July 2026, lists OTC according to press reports alongside stablecoins, tokenisation and a Single Investor Identifier. That is why we call OTC "still under OJK review", neither legal nor illegal. What is clear: crypto may be traded as a digital financial asset, may not be used as a means of payment, and trading has been supervised by OJK since 10 January 2025. For the full framework read is crypto legal in Indonesia.
{{cta label="Start with crypto" title="Is your amount below tens of millions?" text="You do not need an OTC desk. For readers who already hold a card and want a quick overseas route, CEX.IO is registered with the UK FCA and holds a US NMLS number, but it has no OJK licence and does not support rupiah (USD, EUR and GBP only). Weigh the risks and the 1 percent tax if you sell through a foreign platform." }
If you are below Rp50 million
Below OTC minimums there are three routes. First, buy or sell in the instant mode of an OJK-licensed app, topping up from your own bank account (see buy crypto with GoPay, OVO, DANA for each method's cost). Second, P2P markets on foreign platforms, which are busy but unlicensed and carry account-freeze risk; our review is in P2P crypto in Indonesia. Third, splitting the trade over several days through an app, which suits you if you are not in a hurry and want to avoid an OTC spread. Whichever you choose, note that the CFX exchange fee changes on 1 October 2026, so check each platform's official fee page before you decide.

Frequently asked questions
What is crypto OTC?
OTC (over the counter) means buying or selling crypto directly through a dedicated desk instead of an exchange order book. The price is quoted personally, which suits large sums that would move the price on a normal market. Local Indonesian desks require KYC and minimum tickets from tens of millions to billions of rupiah.
What are the minimum sizes for OTC in Indonesia?
Per Blockchain Media on 21 September 2025: Reku Rp50 million, Ajaib Rp100 million, Bittime Rp150 million, Indodax Rp500 million (another source says Rp1 billion), Mobee US$10,000 and Pintu about Rp1.5 billion. Tokocrypto launched OTC on 6 November 2025 at about US$10,000. Minimums change, so ask each desk.
Is crypto OTC legal in Indonesia?
We found no dedicated OTC rule. OJK's 2026 to 2031 roadmap lists OTC as a topic to be regulated, meaning it is still under review. Desks run by OJK-licensed traders fall under OJK supervision, while unregistered Telegram or WhatsApp brokers do not.
Does OTC require KYC?
Yes. Every local desk we read requires a verified account first, and Tokocrypto states full AML, CFT and KYC compliance. Also prepare an explanation of your source of funds, because large amounts usually draw questions from the platform and from your bank.
How much does OTC cost?
Almost no local desk publishes fees or spreads. The only figure we found is a 2 percent management fee at Mobee, per Blockchain Media. The best approach is to ask for a written quote, compare it with the market price at the same minute, and work out the difference in rupiah.
Do international OTC desks serve Indonesians?
We could not confirm it. Kraken OTC says availability may depend on jurisdiction and does not mention Indonesia. Coinbase is among the foreign platforms OJK acted against. For individuals, licensed local desks with minimums of tens of millions to billions of rupiah are more realistic.
