Buying Bitcoin in Surabaya: a trading city with no Bitcoin ATM

Surabaya is a trade and port city, yet we found no Bitcoin ATM or crypto counter that can be verified. The route that works today is an OJK-licensed app.

We found no Bitcoin ATM and no verifiable crypto counter in Surabaya. Indonesia's second-largest city is a trade and port city, not a machine city, and the route you can stand behind here is the same as elsewhere: an OJK-licensed trader app and a bank account in your own name. What is distinctive about Surabaya is its buyers. Many are small business owners, port and industrial workers, and students, and their questions tend to be practical: may my shop accept Bitcoin, and how do I turn cash from takings into a crypto asset without trouble? This page answers that, shows why the "Bitcoin ATM Surabaya" pages online cannot be trusted as evidence, and links to the guides that own the general topics, including our guide to Bitcoin ATMs in Indonesia.

{{callout type="verify" title="Checked against sources"}} We took the economic and population data from Surabaya City Government releases based on BPS figures, and the ATM status from our searches of the Coin ATM Radar directory (which blocks automated access, so we saw only snippets) and other directory pages. We found no evidence of a machine, but that is not absolute proof of absence. Before travelling with cash, check for yourself, and confirm any platform on the OJK whitelist. {{/callout}}

A trading city: why Surabaya is not a counter city

Surabaya has about 3 million residents. According to a Surabaya City Government release based on BPS data, its economy grew 5.87 percent in 2025, with GRDP at current prices of Rp830.54 trillion. The biggest sectors are wholesale and retail trade (26.97 percent), followed by manufacturing (19.59 percent) and accommodation and food service (16.71 percent), with household consumption making up 59.97 percent of expenditure. In other words, the city's economy runs on the daily transactions of traders and consumers, which happen in rupiah through banks, cash and QRIS.

Surabaya was also once a stock-market centre. The Surabaya Stock Exchange merged with the Jakarta Stock Exchange on 30 November 2007 to form the Indonesia Stock Exchange, which began operating on 1 December 2007. And the Port of Tanjung Perak, which according to Wikipedia is Indonesia's second-busiest port, makes the city a trade hub for eastern Java. All of this shapes a trading culture that understands money easily, but it does not automatically produce physical crypto infrastructure. Crypto in Indonesia trades through OJK-licensed apps, not roadside counters, so the lack of counters in Surabaya is no oddity but the national picture. The full legal explanation is in the legal guide.

Bitcoin ATM Surabaya: claim versus evidence

People typing "bitcoin atm surabaya" land on directory pages. We checked what lies behind them.

The claim you meetThe evidence we foundOur status
An "Bitcoin ATM Surabaya Indonesia" page on atm.bitcoin.comTemplated text advertising Coinhub, identical to other city pages. No machine address. Not evidence
"Machines installed in Jakarta, Bali and Surabaya" (a sentence on that page)Unsourced. We could find no physical Coinhub machine in Indonesia.Unproven
A Surabaya page on Coin ATM RadarDid not surface in our searches. The only Indonesian location listed, per snippets, is in Bandung.Nothing found
An Indodax office on Jalan Tidar, SurabayaOnly a 2019 third-party blog. No recent confirmation.Unconfirmed

Templated pages like the one in the first row are built on purpose to appear for "bitcoin atm + city name" searches. The text invites you to buy through Coinhub with your ID, although we found no such machine in Indonesia. Treat it as advertising, not a map. If you want to weigh other evidence, the method is the one we set out in the ATM guide, and the only counter listed in a directory is in Bandung, with a walkthrough for testing it. The claim of a machine in Jakarta (Ratu Plaza) is covered in the Jakarta guide.

For business owners: can I accept Bitcoin? No

This is the most merchant-specific question, and the answer is no. The rupiah is the only legal means of payment in Indonesia under Law 7/2011 on Currency, as cited in Bank Indonesia's press release of 13 January 2018. The BI governor reaffirmed on 25 February 2021 that Bitcoin may not be used as a payment instrument. Note that the 2018 release is addressed to financial institutions and payment systems, not a ban on owning crypto. So a shop on Tunjungan, a trader in a market or an importer at Tanjung Perak may not price goods or accept payment in Bitcoin. What is allowed: holding and trading it through a licensed trader as a digital financial asset.

If you want to set aside part of your profit for Bitcoin, the process is the same as for an individual: use a personal bank account in your own name to top up (whether business accounts are supported we could not confirm per platform), and remember the tax. Selling through a domestic platform attracts a final 0.21 percent PPh 22, so selling Rp10,000,000 means Rp21,000 withheld by the platform, while selling through a foreign platform is taxed at 1 percent. Details are in crypto tax. For how it sits in your business books, ask an accountant or tax consultant. We have no basis to explain it.

From cash takings to a licensed app

An example: a shop owner has Rp10,000,000 in cash from takings and wants to move it into Bitcoin. Licensed apps do not accept cash deposits directly, and Pintu states that funds must come from an account in your own name. So the steps are: deposit cash into a personal account at a teller or deposit machine, top up by virtual account (free at Pintu and Reku, about Rp1,665 for Mandiri at Indodax), then buy using instant-buy mode. With QRIS the cost is 0.7 percent at Indodax, Reku and Pluang (Rp70,000 on Rp10,000,000), or 2 percent at Tokocrypto (Rp200,000). That gap is why a virtual account makes more sense for larger amounts.

To withdraw back, Pintu charges a flat Rp4,500 with a Rp500 million daily limit, while Indodax charges Rp10,000. A beginner needs 20 to 45 minutes from sign-up to purchase, with e-KTP verification the biggest bottleneck. The full steps are in how to buy crypto in Indonesia, and cash is covered in buying crypto with cash. On banking, Bank Jatim is East Java's regional bank. We did not verify whether licensed apps accept Bank Jatim virtual accounts, so check the bank list on each platform's deposit page, and remember BCA, Mandiri and BRI are supported by nearly all of them.

Large sums and OTC desks

If you are a business owner with hundreds of millions of rupiah, typing that figure into a retail app can move the price. According to Blockchain Media on 21 September 2025, local OTC minimums are about Rp50 million at Reku, Rp100 million at Ajaib, Rp150 million at Bittime and Rp500 million at Indodax (another source says Rp1 billion). Tokocrypto launched OTC on 6 November 2025 with a minimum near US$10,000 for USDT against rupiah. A Pintu figure of about Rp1.5 billion we found only in a search summary, so it is unconfirmed. All desks require identity verification, and settlement runs by bank transfer.

We found no OTC desk based in Surabaya. The Indodax office on Jalan Tidar listed in 2019 cannot be confirmed today, so do not turn up with cash because of an old list. For large sums, start by contacting the official support of the OTC desk you choose, and read the crypto OTC guide for the questions to ask. If P2P on foreign platforms tempts you for a large amount, understand the risk first in P2P crypto in Indonesia: those platforms are not OJK-licensed and bank accounts can be frozen.

Campuses, cafés and the Bitcoin community

Surabaya has many campuses. Institut Teknologi Sepuluh Nopember (ITS), which dates from 10 November 1957, has more than 20,000 students, and the city also hosts Airlangga University. Students are the group most likely to start with small amounts, and the steps are the same as elsewhere: e-KTP, your own account, a virtual account, and purchases from about Rp10,000 to Rp11,000.

The Bitcoin community is active here. According to Eventbrite listings, Bitcoin Indonesia held community meet-ups in Surabaya in 2026, among them at a food stall on Baliwerti (18 January), at a café in the Sukolilo area (14 February), at Galaxy Mall 3 (1 March) and in Mulyorejo (5 July). The high point was the Bitcoin Unconference on 22 August 2026 at Rustic Market in Dukuhpakis, which according to its Megatix page was organised by Bitcoin Indonesia together with My First Bitcoin as a Bitcoin-focused learning space. We took this from the event pages, not from attending. Forums like that are good for asking questions and learning, but not for handing over cash. If someone offers an "instant swap", politely decline and use a licensed app.

Banks and regulators in Surabaya

The regulators have local offices. The Bank Indonesia East Java representative office is at Jl. Pahlawan No. 105 according to the BI website, and OJK Regional 4 East Java is at Jl. Gubernur Suryo No. 28-30, in a new building that press reports say was inaugurated in March 2022. If you need to exchange foreign currency, BI supervises money changers (KUPVA BB). As an older snapshot, in 2017 BI East Java reported that the number of licensed money changers in the province reached 59 (today's figure differs). But remember, a forex licence is not a crypto licence. We found no money changer in Surabaya that accepts Bitcoin and can be verified. For questions about a platform's licence, call OJK's Contact 157 rather than visiting an office.

On payments, QRIS has reached the city's malls and markets. Nationally, QRIS recorded 15 billion transactions through July 2026, with 67 million users and 45 million merchants according to BI. For Bitcoin buyers, QRIS is a fast top-up route, but it costs more than a virtual account (0.7 to 2 percent), so choose by need. The guide to buying crypto with GoPay, OVO and DANA compares per-platform costs.

{{callout type="warn" title="Be careful with cash offers and WhatsApp groups"}} We did not collect crypto-crime data for Surabaya, so the lack of a record is no guarantee of safety. The practical rule is the same everywhere: do not hand cash to someone you just met, do not accept "withdrawal services" from private messages, and do not transfer money first before the recipient's identity is clear. Common scam patterns are in the crypto scams guide. Violent cases targeting crypto holders in Bali are covered in the Bali guide. {{/callout}}

Surabaya and other cities

If you are comparing cities, Surabaya most resembles Jakarta in economic scale but differs in infrastructure: the head offices of nearly all the big players are in Jakarta, and Surabaya is served through apps. For small transactions in the capital's satellite cities, see Tangerang, Bekasi and Depok, and for a university city with one unverified counter, see Bandung. Other cities are in the locations hub and crypto across Indonesian islands.

In short, for today: ignore the "Bitcoin ATM Surabaya" pages, pick one licensed app, finish e-KTP verification and try a first purchase of Rp50,000 to Rp100,000 by virtual account. If you find a machine or counter in Surabaya that genuinely operates and can be proven, send the details to contact@crypto-indonesia.com and we will check it.

Frequently asked questions

Is there a Bitcoin ATM in Surabaya?

We found no evidence of a Bitcoin ATM in Surabaya. The Bitcoin ATM Surabaya page on a directory site is a templated Coinhub advert with no proof of a physical machine in Indonesia, and our Coin ATM Radar search surfaced no Surabaya page. Do not carry cash on such a page.

How do I buy Bitcoin in Surabaya?

Through an OJK-licensed trader app such as Indodax, Pintu, Tokocrypto or Reku: verify your e-KTP, top up rupiah from a bank account in your own name by virtual account or QRIS, then buy. A first-timer typically needs 20 to 45 minutes, with no counter visit.

Can a shop or small business in Surabaya accept Bitcoin payments?

No. The rupiah is the only legal tender in Indonesia, and Bank Indonesia has repeatedly said Bitcoin is not a payment instrument. Holding and trading it through a licensed trader is allowed as an asset, but the sale of goods must be priced and paid in rupiah.

Is the Indodax Surabaya office still open?

We could not confirm it. A 2019 third-party blog listed an Indodax office on Jalan Tidar in Surabaya, but that is old data and we found no recent confirmation. Contact Indodax's official support before visiting, and do not bring cash to any office.

What are the crypto OTC minimums for businesses in Surabaya?

According to Blockchain Media (September 2025), local OTC minimums are about Rp50 million at Reku, Rp100 million at Ajaib, Rp150 million at Bittime and Rp500 million at Indodax (another source says Rp1 billion). Tokocrypto opened OTC in November 2025 with a minimum near US$10,000. Figures can change.

Is there a Bitcoin community in Surabaya?

Yes. Bitcoin Indonesia announced community meet-ups in Surabaya throughout 2026, and a Bitcoin Unconference ran on 22 August 2026 at Rustic Market in Dukuhpakis with My First Bitcoin. These are education forums, not cash trading venues, so never hand money to someone you just met.
