CEX.IO is a long-running offshore crypto exchange that accepts bank cards, Apple Pay and Google Pay. For a reader in Indonesia, three facts decide almost everything: CEX.IO holds no OJK licence, does not support rupiah (only USD, EUR and GBP), and its registrations in the UK, the US and Spain do not apply to you as an Indonesian resident . That doesn't automatically make it a scam. It puts it in the same bucket as every offshore exchange: technically usable, with no OJK protection behind you. Below is what its official pages say, what they don't say, and who might reasonably use it.
Checked against sources
None OJK licence
None rupiah (USD, EUR, GBP only)
0.49-4.99% card deposit fee + service charge
2.4 / 5 our editorial score for Indonesian users
Four entities, four legal positions
CEX.IO is not one company with one licence. Its licences and registrations page separates four entities, each serving different territories. This is what it says:
CEX.IO Markets UK Ltd (UK) states it is "registered with the Financial Conduct Authority as a cryptoasset business under the Money Laundering Regulations", firm reference number 1007192, for certain cryptoasset activities, and it serves UK residents . That kind of registration is about anti-money-laundering compliance. As we understand it, it is not the same as FCA authorisation for fully regulated financial services, and you can look up the entry on the FCA register yourself.
CEX.IO Europe, S.L. (Spain) says it has applied to Spain's CNMV for authorisation as a crypto-asset service provider under MiCA and that the application "remains under review". In other words, by its own page it is not yet MiCA-authorised.
CEX.IO Corp. (US) holds NMLS 1804170 and serves US residents only in states where it is licensed as a money services business. The page stresses it is not a registered broker-dealer or a FINRA member, and that crypto is not FDIC or SIPC insured.
CEX OVRS LLC (Saint Kitts and Nevis, registered office in Charlestown, Nevis) "may provide services to eligible customers in certain other jurisdictions", subject to its terms of use, restricted-country rules and applicable law. Its page names no licence or regulator. Its terms of use are governed by the laws of Saint Kitts and Nevis and were last updated on 29 June 2026.
What we deliberately leave out: third-party claims of licences in Lithuania, Poland, or "40 licences". None of it appears on the CEX.IO legal pages we read, so we don't repeat it.
What is its position in Indonesia?
Simply: no OJK licence. CEX.IO is not in the versions of OJK's whitelist we reviewed (the December 2025 list, the 26-trader list as of June 2026, and the August 2026 addition). We could not open OJK's latest list directly, so check the live one yourself using the steps in is crypto legal in Indonesia . OJK's stance is that entities outside the whitelist are not licensed or supervised by it.
Three practical consequences. First, there is no OJK complaints channel for a dispute with this platform. Second, tax: sales on a foreign platform attract a final 1% income tax (instead of 0.21% on a local platform) under PMK 50/2025 , and you must report it yourself if the platform is not designated as a collector. Whether the tax office has designated CEX.IO as a collector, we could not confirm. Third, your bank can decline card payments to crypto merchants, which we discuss in the credit card and PayPal guide .
We found no official statement saying an individual in Indonesia breaks the law by using this platform, and none permitting it either. Keep the distinction: no written ban on users is not the same as legal protection.
Can an Indonesian resident sign up?
Indonesia is not on CEX.IO's unsupported-countries list . The list has 30 entries, including Puerto Rico, Guam, India, Japan, Singapore, Russia and Iran. Indonesia isn't there. That suggests signing up is plausible, most likely through the Nevis entity. That is our inference, not a CEX.IO statement. We found no mention of Indonesia in its terms of use or AML policy, so certainty only comes when you actually try.
One old note: a CEX.IO blog post from April 2018 once listed Indonesia among countries with card-withdrawal restrictions. It is eight years old and we found no current equivalent, so don't treat it as a rule, but do check withdrawal restrictions before you deposit.
Deposits: card, Apple Pay, Google Pay and what they cost
According to its payment methods page , CEX.IO accepts Google Pay and Apple Pay, Visa and Mastercard, bank transfers (UK Faster Payments for withdrawals only, SEPA in Europe, ACH in the US), crypto deposits, PayPal (US customers only) and CEX.IO Pay between users at no charge. Availability depends on your country and verification level. The supported fiat currencies are only USD, EUR and GBP . No IDR.
The price: the fee on card, Apple Pay and Google Pay deposits is stated as 0.49% to 4.99% plus a service charge , depending on provider and country, according to CEX.IO marketing pages that quote its limits page. We couldn't open the dynamic fee table itself, so treat this as a range, not your exact rate. Apple Pay and Google Pay deposits run from roughly USD 20 to USD 1,000 a day, and withdrawals through them aren't available.
A worked example: a USD 1,000 deposit (the daily cap for new customers). At 0.49% the fee is USD 4.90. At 4.99% it is USD 49.90. That is before the service charge, before the exchange-rate spread from rupiah at your bank or card, and before any foreign-transaction fee from your card issuer. The range is tenfold, so what matters isn't the lowest figure but the one displayed on screen before you confirm.
New customers, meaning anyone less than three months past identity verification, are limited to USD 1,000 a day and USD 3,000 a month . If you want to move a large sum in one go, this route isn't built for it.
Trading fees, and the charges hidden in the terms
Spot trading fees on the CEX.IO site aren't consistent between pages. The Google Pay page says "starting at 0.25%" for 30-day volume up to USD 10,000. The BTC page says 0.25% taker and maker, falling to 0.10% at USD 20 million or more over 30 days. Third-party reviews quote 0.15% maker and 0.25% taker. The schedule in force today is something we could not confirm , and we suggest reading the fee table inside your account before you trade. As a rough yardstick, on a licensed local platform that publishes its numbers, such as Tokocrypto, buying in an IDR pair costs 0.2222% (taker) and selling 0.4322% (taker, including the 0.21% tax) per its official table, with deposits by virtual account, QRIS or e-wallet. Cards aren't available there.
One term is worth flagging: for inactive and deactivated accounts, individuals are charged a monthly maintenance fee of the greater of 0.3% of the balance or USD 30 per month. In the terms we read, the definition of "inactive" and the notification rules sit in their own sections, so read them yourself if you plan to leave funds untouched for a long time. A small balance can be worn away by a flat fee like that.
Identity verification (KYC)
According to the verification guide , the process has eight steps: residential address, uploading an ID document, scanning its front, checking the auto-filled data, confirming a tax identification number where applicable, a phone number, a selfie with facial recognition, and a source-of-funds questionnaire if requested. Accepted documents are an international passport, a national ID card or a driving licence, which must be valid and use Latin characters. Help Centre search results describe proof of address as a utility bill (not mobile or internet) or a tax document issued within the last four months. We haven't tried these steps with an e-KTP, so we can't say whether it is accepted without friction.
The guide gives no exact approval time. It says only that applications are reviewed automatically and that you should get a prompt notice if everything is accurate. Compare that with Pintu's 10 minutes to 24 hours, covered in how to buy crypto in Indonesia .
Who CEX.IO makes sense for, and who should skip it
The group that makes the most sense is people who already live in foreign currency: expats, freelancers or remote workers paid in USD, EUR or GBP, and holders of cards in those currencies who want to buy crypto without converting to rupiah first. For them, card and Apple Pay or Google Pay routes have real value, provided they are ready to pay the fee and understand that OJK isn't behind them.
Who should stay away:
People with only a rupiah bank account. Deposits must go through a card with currency conversion and fee, far pricier than free virtual accounts or QRIS at 0.7% on local platforms.
Beginners. OJK-licensed apps give you a complaints route and tax withheld automatically. Start with the best crypto exchanges .
Anyone who needs to cash out to rupiah. There is no rupiah withdrawal. Check the withdrawal options in your own account before depositing, because we haven't tested them. The usual route is sending coins back to a local app and selling for rupiah , which adds network fees and tax.
Anyone looking for legal certainty. This platform sits outside OJK's perimeter.
Risks to weigh
The first risk is legal and complaints-related. If an account is frozen or funds are held, you have no OJK channel. Any dispute falls under the terms of the entity serving you, which, if it is the Nevis entity, means the law of Saint Kitts and Nevis.
The second risk is the card. Your issuing bank may decline, and we have no list of banks that accept or refuse. According to the BI release and OJK statements we cite in the card guide , the financial institutions they supervise may not process or facilitate crypto transactions, so a decline is entirely possible.
The third risk is cost that isn't visible on the front page: a wide card-fee range, the exchange-rate spread, the maintenance fee on inactive accounts, and a trading fee schedule that differs between pages.
The fourth risk is scams using the brand. Fake accounts, lookalike sites and social-media "agents" claiming to be from CEX.IO appear around every big crypto brand. Enter only through the official site that you type or bookmark yourself, and read the crypto scams guide .
And we did not test its technical security. Don't read our score as a security audit.
OJK-licensed alternatives
If what you actually want is to buy crypto with rupiah, a licensed local route is almost always cheaper and simpler. This table sets CEX.IO against three local apps; the same data is detailed on each review page.

Our editorial score: 2.4 out of 5
The score doesn't measure the quality of CEX.IO's technology, which we did not test. It measures how well the platform suits an Indonesian reader , and puts the most weight on legal protection. A user in the UK or the EU would weigh things differently.
Criterion Weight Score Short reason Licence and protection for Indonesian users 30% 1.5 No OJK licence, no OJK complaints channel, Nevis entity with no stated regulator Transparency about entities and risks 20% 4.0 Four entities and their legal status laid out openly, including that MiCA is still an application Costs 20% 2.5 Card fee 0.49-4.99% plus service charge, inconsistent trading fees, inactive-account fee Fit for rupiah users 20% 1.5 No IDR, deposits by card with currency conversion, no direct rupiah cash-out Fit for holders of USD, EUR, GBP cards 10% 3.5 Card, Apple Pay and Google Pay routes are clear, but new-customer limits are small
The weighted sum is 0.45 + 0.80 + 0.50 + 0.30 + 0.35 = 2.40. The score would rise if CEX.IO obtained an Indonesian licence or supported rupiah, and fall if we found real-world withdrawal problems. We re-check when things change, and the full approach is in our methodology .
A note on trust. The unflattering parts, no OJK licence and no rupiah, are deliberately in the first paragraph. Facts we couldn't confirm are marked as unconfirmed, and you should check CEX.IO's official pages before depositing any money.
